A council has been criticised in the case of two young children who were placed in the care of their grandparents following sexual abuse by their father.
Merthyr County council have admitted they failed to follow child protection procedures after the granparents were refused financial help.
The council never investigated concerns about the children’s father and as a result the grandparents status as carers was never clarified.
Consequently checks were not carried out to see if their home was big enough or whether they could afford to look after their grandchildren.
A report by the Ombudsman says that amounts to serious maladministration.
